Norman  was born on December 29, 1955 in Leesburg, Virginia to Norman K. Brooks, Sr. and Evelyn Berry Brooks. He graduated from Calvin Coolidge High School in Washington, D.C. in 1974. He later married his high school sweetheart, Candace D. Jackson, on October 20, 1979

He accepted Christ as his savior and his favorite Bible verse was Psalm 51. He is survived by his parents, Norman, Sr. and Evelyn, Brooks; his wife Candace; his six children Danita Brooks, Norman K. Brooks III (Candice), Angela Tilghman, LaTonya Tilghman, Christina Brooks, Danielle Brooks; two grandchildren, Autumn Cowsert and , Kaili Pines; two godchildren Daisha Forbes and Lieutenant Harris; two brothers Maurice Brooks (Robyn), Marvin Brooks; two sisters Delores Grigsby (Earl), Patricia Brooks-Nobles (Haywood). His in-laws dear to him also grieve their personal loss; Waldo and Verneda Jackson, and their children Cindy Hawkins (Anthony), Ralph Jackson (Susan), Robin Houston (Walter). He leaves behind a host of nieces, nephews, extended family and friends.
